4) To provide more complicated dental treatment to Afghan citizens and to non-Afghans for a fee.

The Afghanistan Dental Relief Project, Inc. agrees to provide a complete dental facility which has been pre-built, as well as any dental equipment, personnel, and supplies necessary to accomplish the complete program as descibed above.

The Kabul Branch of the Rotary International agrees to the following:
1) To be the sponsoring agency for this program;
2) To provide supervision and monitoring for the program;
3) To be a liason for the program between various ministries;
4) The Kabul Branch of Rotary International will assume no financial responsibility for the operation and/or maintenance of the program.

The Afghanistan Dental Relief Project, Inc. agrees to the following:
1) To be the implementing agency of this program;
2) To carry all the financial responsibility for the maintenance of this program;
3) To be responsible for housing, recruiting, training, and remembering (if applicable) all workers and volunteers participating in the program;
4) To follow all applicable laws of the Islamic Republic of Afghanistan, and of the Ministry of Finance regarding salaries and taxation; and
5) To respect and be sensitive to all cultural issues as brought to their attention.

This document, when signed, will be accepted by all parties, as binding. Any modification of this agreement must be signed by all parties in order to be valid.
